General Municipal Election -November 5, 2024

City Council MapsThe City of South Pasadena is a general law city with a five-member legislative body. Each of the five City Councilmembers are directly elected by the registered voters of their district. The positions of Mayor and Mayor Pro Tem are ceremonial in nature and not directly elected. The City Council selects the Mayor and Mayor Pro Tem amongst themselves and the positions typically serve a calendar year. The next general municipal election for the City of South Pasadena will be held on November 5, 2024 for three Council seats – Districts 1, 2 and 3. Determine which district you live in.

The nomination period for the November 5, 2024 General Municipal Election will be open in the Summer of 2024. Nomination papers may only be issued during the nomination period. The nomination period is July 15, 2024 to August 9, 2024. If an incumbent does not run, the nomination period will be extended to August 14, 2024. Candidates must be registered voters of their respective districts and nominated by registered voters of their respective districts.

The City Clerk's Office is normally closed on Fridays, however, will remain open from 7:30 a.m. to 5:00 p.m. on Friday, August 9, 2024 for the official closing of the nomination period. Appointments are highly recommended.

Ballot Argument Submission Information

All arguments shall be submitted to the City Clerk’s Office. The Argument Submission must be completed and submitted electronically to cityclerk@southpasadenaca.gov in editable format (i.e. not a scanned copy). This allows the ability to copy/paste the argument text in transmitting the information to the County. The Ballot Measure is due to the County by August 9th at 5:00pm. Last day to submit arguments “FOR” or “AGAINST” any city measure is due to the City Clerk by August 16th at 5:00pm.

City Hall will be open on Friday, August 16, 2024 until 5pm to receive any arguments. 

In addition to electronic submission, a hard copy of the argument form, containing original wet signatures, must be filed in person with the City Clerk by the filing deadline. This provides an opportunity for review of the word count, format and to address any issues related to signers and any additional required paperwork.

Confidentiality: Arguments, Rebuttals and analyses shall remain confidential until the close of business on the date they are due. At that time, the contents become public information.

Withdrawal/Changes: Arguments, Rebuttal Arguments and analyses may be changed or withdrawn until the final submission deadline.

Public Review: Following the final deadline for filing documents, arguments and rebuttals will be made available at the City Clerk’s Office for a ten-day public review period.

NOTICE IS HEREBY GIVEN that pursuant to Election Code § 10225 the candidate nomination period associated with the General Municipal Election to be held in the City of South Pasadena on Tuesday, November 5, 2024 for the District 2, City Council seat has been extended to Wednesday August 14, 2024 at 5:00 p.m.

NOTICE IS FURTHER GIVEN that the nomination period is only extended to candidate not currently serving as a council member. Individuals seeking elective office must be registered voters residing within the city at the time nomination papers are issued by the City Clerk (California Elections Code §201). Nomination papers will be available through WEDNESDAY, AUGUST 14, 2024 at 5:00 p.m. at the City of South Pasadena, Office of the City Clerk, 1414 Mission Street, South Pasadena, CA 91030. South Pasadena Elections

Every 10 years, local governments use new data from the Census to redraw their district lines to reflect how local populations have changed.

District Elections:

  • District 1 Term Expires Nov 2024
  • District 2 Term Expires Nov 2024
  • District 3 Term Expires Nov 2024
  • District 4 Term Expires Nov 2026
  • District 5 Term Expires Nov 2026

On October 4, 2017, the South Pasadena City Council adopted Ordinance No. 2318(PDF, 1MB) to change from at-large to by-district elections with respect to electing members of the City Council, establishing boundaries, and sequencing of elections within the districts. Voters will experience the new by-district electoral system beginning with the General Municipal Election in November 2018. For more information, visit District Elections.

On October 5, 2016, the South Pasadena City Council adopted Ordinance No. 2301 to change the City's General Municipal Elections from November in odd-numbered years to November in even-numbered years, to coincide with statewide general elections. The City of South Pasadena is currently redistricting.

Qualifications:

A City Council candidate must be:

  • Must reside in, and be a registered voter in, the district in which he or she seeks election at the time nomination papers are issued pursuant to Government Code Section 34882 and Elections Code Section 10227.
  • Registered voters signing nomination papers or voting for a member of the City Council shall be residents of the geographical area making up the district from which the candidate is to be elected.

Term:

Each seat would be a 4-year term, ending in 2028.

Campaign Contribution Regulations

On October 4, 2017, the City Council adopted Ordinance No. 2317(PDF, 364KB) establishing City Campaign Contribution Regulations. The purpose of these regulations is to promote integrity, honesty, and transparency in municipal election campaigns and to prevent corruption, or the appearance of corruption, from the real or imagined influence of large contributions.

Specifically, no candidate shall solicit or accept any contribution from any person that would exceed the sum of one thousand dollars ($1,000) with respect to any single election. For more information contact the City Clerk's Division at (626) 403-7230.
