Housing Division

The newest division under Community Development is the Housing Division. The Division is responsible for overseeing affordable housing development in South Pasadena. Additionally, the Housing Division is responsible for managing the implementation of the City’s housing programs, including those listed in the 2021-2029 Housing Element.

Updates from the Housing Division

The City of South Pasadena has begun implementing a plan outlined in the 2021-2029 Housing Element to develop an affordable housing community for low-income seniors.

The development site is located at the southeast corner of the intersection of El Centro Street and Mound Avenue, and it consists of three parcels:

  • APN 5315-003-902 (No address)
  • APN 5315-003-903 (1503 El Centro Street)
  • APN 5315-003-904 (1507 El Centro Street)

The City is reviewing proposals submitted by development teams.

The last several months have been busy for the Housing Division. On November 15, 2023, six months after the enactment of a moratorium on no-fault just cause evictions, the City of South Pasadena adopted an amended Just Cause for Eviction Ordinance that eliminates substantial remodel as a just cause for eviction. Extensive community outreach and research informed this permanent ordinance, which went into effect on December 15, 2023. In keeping with the City’s commitments in the Housing Element, staff continues to move forward with other tenant protection programs and is currently researching options for the development of a rental registry. Other current projects include the City’s solicitation of housing-related legal services and an affordable housing development at the southeast corner of the intersection of Mound Avenue and El Centro Street. All in all, the Housing Division will be kept busy for months to come with exciting projects aimed at preserving and expanding stable and affordable housing opportunities across South Pasadena.
