Why is the City doing this?

The City recognizes the growing needs of both the library and the senior center. In the past, projects of this scale have been initiated separately by each department, however, this is the first time both are being assessed together in a holistic manner. By taking a comprehensive approach, the City can evaluate how best to serve the community in an efficient, cost-effective, and forward-thinking way. This timing allows for strategic planning, exploring potential funding opportunities, and a coordinated vision that benefits all residents.

What makes this project different from the other times we have explored renovations and new buildings for the Library, Senior Center, and Community Services?

This project is unique because, for the first time, it is being approached as a true collaboration that considers all programs collectively. Previous studies focused separately on each facility—the 2000-2004 study addressed the Library, while the 2013-2014 study focused on Community Services. Until now, there has never been a comprehensive review of how these services overlap, how programs can be coordinated, or how shared spaces—such as classrooms, kitchens, and performance areas—can be utilized more efficiently to better serve the community.

The goal of this project is to develop a comprehensive site plan for the library and community center that optimizes space, enhances services, and improves accessibility. By evaluating current and future needs, the plan will identify opportunities for better program coordination, efficient use of shared spaces, and a cohesive vision that supports the community’s long-term growth and well-being.

How does a big project like this work? What is the timeline? What phase is this?

A project of this scale typically moves through multiple phases to ensure thorough planning, community input, and successful implementation.

  • Phase 1: Needs Assessment & Site Evaluation (Current Phase) – This phase focuses on understanding the community’s needs for both the library and community center, assessing the existing sites, and identifying opportunities for improvement to serve residents for generations to come. Community engagement is a key component of this process.
  • Phase 2: Fundraising & Funding Strategy – Once needs are identified, the City will explore funding opportunities, which may include grants, public-private partnerships, bond measures, or other fundraising efforts to support the project’s next steps.

Who is Group 4, the consultant that is helping the City with the needs assessment/site planning phase?

If the City does find funding, will Group 4 be the design architect?

Group 4 has been hired solely for the initial phase of the project. Any future design or construction phases would go through a Request for Proposal and competitive bidding process to select architects and contractors in accordance with the City’s procurement policies.

How will it become a reality?

A project of this scale requires careful planning, community support, and a strategic approach to funding. While limited resources and other challenges may arise, the City is committed to exploring all available options to bring the site plan to reality. This includes pursuing grants, public-private partnerships, and potential bond measures, as well as engaging in fundraising efforts. Additionally, the planning process will prioritize efficiency, identifying ways to optimize existing resources and shared spaces to maximize impact.
